President’s Message
My fellow MOAA Maine Chapter members, as we transition into autumn, I want to thank all our members for our continued dedication to MOAA Maine and our shared mission of supporting serving military members, veterans, and their families. In support of this mission, we held our 4th Annual MOAA Maine Golf Classic on Wed, August 22nd, at the Dunegrass GC in Old Orchard Beach. This is our most significant fundraiser of the year, and thanks to your support, it was our most successful one yet! I want to extend a special thanks and recognition to our co-chairs, Jack Fay and Mike Delia, for their tireless efforts in making this event an incredible triumph. THANK YOU BOTH!
Fall is always a pivotal time for our chapter as we gather to reconnect, review our accomplishments, and chart our course for the future. Your ongoing engagement and camaraderie are what keep our organization strong and vibrant. Our most important gathering of the season is right around the corner. Please mark your calendars for our upcoming Annual Business Meeting and Chapter Luncheon on Saturday, September 12, at Bruno’s Restaurant and Tavern (33 Allen Ave, Portland, ME). Beyond sharing a wonderful buffet meal and catching up with fellow members, a key item on our agenda will be voting on our 2027 slate of MOAA Maine officers and directors. I hope you all can join us as we make decisions that will shape the leadership and vision of our chapter for the coming year. To support that vision, we currently have one vacant Director position focused on membership, website management, and social media. These roles are vital for driving member engagement and maintaining our public presence across Maine. If you have any interest, relevant skills, or even just curiosity about contributing to these areas, I ask that you contact me directly to discuss them in more detail. We need two talented members to step up, and your involvement would make a meaningful difference in our chapter’s future.

“After 18 years I am stepping down as the ROTC representative and handing off the responsibility to Major Patrick Mitchell. See his bio below. I ask the Chapter to welcome him to our organization.” Frank Toderico

Major Patrick Mitchell
Major Pat Mitchell graduated from the United States Military Academy in2013 with a B.S. in Economics. He later earned an MBA in Finance and Data Analytics from the University of Maine. Upon commissioning as an Army Logistics Officer, Major Mitchell first served as a Platoon Leader, Company Executive Officer, and Battalion Logistics Officer in the 593rd Sustainment Command at Joint Base Lewis-McChord, Washington. After graduating from the Logistics Captain’s Career Course, Major Mitchell served as the Logistics Plans Officer for the 2nd Infantry Brigade Combat Team, 101st Airborne Division at Fort Campbell, Kentucky. He later commanded Alpha Distribution Company, 526th Brigade Support Battalion, before being assigned to the University of Southern Maine as an Assistant Professor of Military Science. Major Mitchell is also a member of the West Point Admissions Field Force for the State of Maine. Major Mitchell’s military decorations include the Expert Soldier Badge, the Pathfinder Badge, the Air Assault Badge, the Meritorious Service Medal, the Army Commendation Medal, and the Army Achievement Medal (2OLC).
Pat and his wife, Cayleigh, were married at her family’s home in Bethel and are now proud to call Maine home. They live in Portland with their three children, where Cayleigh teaches for Portland Public Schools. The family enjoys hiking and camping throughout the state and fills the rest of their time with gardening and various home improvement projects. Pat is currently transitioning out of Active Duty and searching for his next career.

2026 Golf Tournament Summary



On the 22nd of July we held our 4th Annual Golf Tournament to help Maine veterans in need and provide funding for ROTC student awards in four Maine colleges. All involved in the Tournament enjoyed a day of fun and accomplishment with our most successful fundraiser to date…we met our fundraising goal. Kudos to all involved from team players to Maine Chapter Members who helped make this effort a success.

September Luncheon Speaker
Randall A. Liberty serves as Commissioner of the Maine Department of Corrections, appointed in 2019 by Governor Janet Mills. A U.S. Army veteran and retired Command Sergeant Major, he served more than 30 years in law enforcement, including as Kennebec County Sheriff and Warden of the Maine State Prison. Commissioner Liberty is nationally recognized for advancing the “Maine Model of Corrections,” which emphasizes rehabilitation, personal accountability, and human dignity. Under his leadership, Maine has reduced recidivism and expanded education, workforce training, and reentry programs. His commitment to reform is deeply personal, shaped by childhood experiences with incarceration. Today, he leads one of the nation’s most innovative correctional systems, focused on improving public safety through lasting change.
